MNSURE VS COBRA
MNsure or COBRA after losing job coverage? Check before you pay full price.
When job coverage ends, you are often offered COBRA. It keeps your old plan, but you usually pay the whole premium yourself, plus up to a 2% fee. Through MNsure you may qualify for Medical Assistance, MinnesotaCare, or a private plan with tax credits, which can cost much less. A MinnAssist navigator compares them with you, free, by phone. Book at minnassist.com/book or call (866) 655-6606.
The key differences
- COBRA: same plan and doctors as before. You pay the full premium your employer used to share, plus up to 2%.
- MNsure private plan: new plan, with tax credits based on your income now, which may be much lower after a job loss.
- Medical Assistance or MinnesotaCare: free or low-cost if your income is low enough. You can apply any time.
Watch the deadline
- Losing job coverage lets you sign up for a private MNsure plan within 60 days, a special enrollment period.
- If you pick COBRA and later drop it on your own, that usually does not open a new special enrollment period. You may have to wait for open enrollment.
- Open enrollment runs November 1, 2026 to January 15, 2027.

Common questions
- Should I do this on my own, or call MinnAssist?
- You can do it alone, but many people get stuck on the questions, the proof and the letters that come after. A MinnAssist navigator does it with you by phone, free, 9 am to 9 pm, 7 days. Book at minnassist.com/book or call (866) 655-6606.
- Is MNsure cheaper than COBRA?
- Often, because tax credits are based on your income now. If your income is low, Medical Assistance or MinnesotaCare may cost little or nothing. We compare with you.
- How long do I have to sign up after losing job coverage?
- Usually 60 days for a private MNsure plan. Medical Assistance and MinnesotaCare have no deadline.
- Can I switch from COBRA to MNsure later?
- Usually only during open enrollment, unless you have another life change. Check before you choose.
- Is the help free?
- Yes. Our help is always free, for you and everyone in your family.
